Masaharu Nakagawa, Advisor to the Committee (former Member of the House of Representatives; former MEXT Minister), concurred that multilateral diplomacy—and the UN itself—faces a crisis. He argued that Japan should move in step toward UN reform and emphasized a pragmatic approach: advance from areas where the UN can consolidate international cooperation, pushing those efforts further. He closed by voicing his expectations as “one of the supporters.”

Full Statement (English Translation)
“Allow me to speak. I ‘graduated’ once but have returned to rejoin my colleagues.
As previously noted, multilateral diplomacy—and indeed the United Nations itself—is in a critical state. I believe this recognition is fundamental to building peace and a new international order for the next era.
This situation stems from the UN not functioning sufficiently. Therefore, Japan should move in step and actively take on the challenge of UN reform.
Moreover, we should steadily advance from areas where the UN can take the lead in consolidating cooperation among countries, and I hope such efforts will be further promoted.
Today, I wish to reiterate my expectations—as one of the supporters.”
